As of October, the National Security Bureau (NBU) has been deprived of its power to block harmful content on the internet. Originally, the law granted NBU this power until the end of June, however, Parliament later extended the period. The legislation was adopted by Parliament in regards to the war in Ukraine, aiming to prevent the spread of disinformation.
Meanwhile, an amendment that would regulate the law so that it could remain in place permanently has already undergone a comments procedure but has not yet been submitted to a Government session.
A total of four websites had been blocked by NBU by the end of June. The bureau did not block any additional sites after that. No website is currently blocked as a result.
The law defined harmful content as a program or data that causes or may cause a cybersecurity incident. Malicious activity was defined as any activity that causes or may cause a cybersecurity incident, fraudulent activities, theft of personal or sensitive data, serious disinformation or other forms of hybrid threats.
