Slovak Medical University avoided procurement

The Slovak Supreme Audit Office has found that the state run Slovak Medical University in Bratislava did not follow basic principles of effective financial management. According to its control for the year 2015, the most serious missteps were found in a concession contract regarding the extension and maintenance of its parking lot. The university avoided procurement by evaluating the services under €5 million, even though their real price should have been over €6.3 million. The concession was split into two periods. During the first period, concessionaire's share on profit was agreed at 30% and during the second period, it should have risen to 70%. However, according to the audit, 70% of profits were paid to the concessionaire from the beginning of the first period. The university claims it did so by mistake. The goal of the agreement regarding the parking lot was to increase revenues of the University. However, the contract did not include any details regarding the guarantees and quantification and time specification for an increase in the University's share of the profits. The University also had minimal influence on the price for parking and had to pay electricity fees, which should be the concessionaire's duty according to the law. The audit also confirmed wrongdoings in an agreement regarding the use of a retail kiosk in the parking lot, which was rented without being previously declared as excessive property of state. Moreover, the university ignored the Social Insurance Law by not paying insurance fees in 2015.

The Slovak Supreme Audit Office has recommended measures to decrease financial losses and follow the legal rules regarding effective financial management. The University's board received a protocol on the findings of the audit; however, they refused to sign it. As of Monday morning, the University has not made any comments regarding the case.
