EU refugee 'hotspots' in Greece and Italy must serve as detention facilities, which means that the free movement of migrants should be restricted until their identity and the country where they come from are determined, and they must also pass all administrative procedures; this stems from an agreement of Visegrad Group Interior ministers (from the Czech republic, Poland, Hungary and Slovakia) at their meeting in Prague, which was devoted to the migration crisis. Interior Minister Robert Kaliňák represented Slovakia at the meeting and stated shortly after that "V4 countries clearly reject compulsory migrant relocation quotas and the introduction of a permanent relocation system. Instead we ask for the protection of the exterior borders of the Schengen space." Representatives of Slovenia, Serbia and Macedonia joined the meeting of the V4 countries and discussed strengthening their mutual cooperation in an effort to lower the amount of migrants on the Balkan route.
