President returns the “counter-terrorist” measures to Parliament

Slovak President Andrej Kiska has not signed the amendment to the Criminal Code, also known as the "anti-terrorism package". He sent it back to parliament, arguing that the law approved as a whole, infringes the principle of proportionality. MPs will again address the proposed counter-terrorism measures on Monday afternoon at a special meeting of the House. The president proposes to keep in the law only those items that are directly related to the approved amendment to the Constitution of the Slovak Republic. The amendment was first passed in the parliament on December 9 in summary proceedings. Kiska claims that there wasn't enough time for both the public and the MPs to learn enough information on the specific and identifiable threat for Slovakia that would justify the law's adoption. The Head of State pointed out in this connection that the threat level in Slovakia, according to the data available, is at the lowest possible level. However, it is expected that the Parliament will overrun the Presidential veto today.
