Referendum Petitions to Require Date of Birth Under New Rules

As of Monday, new rules require citizens signing referendum petitions to include their date of birth as part of the verification process. The change is designed to prevent the misuse of petition rights.

The amendment to the Act on the Conditions for the Exercise of Voting Rights introduces stricter identification requirements. Until now, signatures could be supported by providing only a full name and permanent address—data that can often be accessed from publicly available sources, such as the land register.

Lawmakers opted for date of birth as a safer alternative to the personal identification number, which is considered highly sensitive. The new requirement is intended to still allow reliable verification through the register of natural persons while improving protection against fraudulent or duplicate entries.
