Slovakia Debates “State of Threat” After Drone Incident Near Border

Slovakia’s Armed Forces received allied intelligence about a drone moving over Ukraine near the Slovak border, according to military spokesperson Štefan Zemanovič. Because the drone did not cross the designated line, no additional defense measures were activated, and after contact was lost near the border, its crash was confirmed outside Slovak territory. The drone strike was reported in the Ukrainian town of Perechyn near Slovakia, where it damaged an electrical substation in a municipal complex. Russian forces had attacked energy infrastructure in the Ivano-Frankivsk and Zakarpattia regions using drones earlier that day.

In response, Slovak President Peter Pellegrini warned that the country must not underestimate the risk that a foreign rocket or drone could stray onto Slovak territory while targeting other locations. He announced that, at the request of the Armed Forces, he has opened a discussion on introducing a new legal concept known as a “state of threat.” According to the president, Slovakia currently recognizes only a state of peace or war, leaving the military unable to carry out certain preventive activities during peacetime. He has convened a roundtable with political party representatives and military leaders to discuss the proposed legislative changes and hopes the issue will become a joint effort across the political spectrum to strengthen national security. Pellegrini expressed confidence that the debate will lead to new legal powers allowing the Armed Forces to use defensive measures to protect Slovak territory and airspace.
