Council of Europe Criticises Slovakia Over Fast-Track Laws and Corruption Rules

The Council of Europe’s anti-corruption body, GRECO, has criticised Slovakia for its frequent use of fast-track legislative procedures – now applied to around one-fifth of all laws – and recent changes to the Criminal Code. In a report adopted in June, GRECO urged authorities to restore previous limitation periods for corruption cases, warning that recent penalty reductions and shortened limitation periods undermine anti-corruption efforts and bypass public scrutiny.

GRECO, which assessed Slovakia’s criminal law and institutional reforms following a February visit, also raised concerns about judicial independence, whistle-blower protection, and legal transparency, while welcoming some reforms to alternative sanctions for corruption offenses. Authorities have been asked to report on corrective measures by the end of 2026, according to Council of Europe spokesperson Jaime Rodriguez.
