Strasbourg court probes Slovakia over death of ex-police chief

The European Court of Human Rights has launched proceedings in the case of Lučanský v. the Slovak Republic, examining the detention and death of former police chief, Milan Lučanský (2018 – 2020), in December 2020.

Lučanský died after a suicide attempt while awaiting trial on corruption-related charges at the Prešov detention facility. His son, member of parliament Adam Lučanský (SNS), filed two complaints with the Strasbourg court alleging inhumane detention conditions, ill-treatment, and inadequate investigation into his father’s death.

The Slovak Prosecutor-General’s Office previously found no unlawful or negligent conduct by prison staff in connection with Lučanský’s death.

However, the ECHR has submitted questions to Slovakia regarding both the admissibility and merits of the case. The Court will assess whether Slovakia fulfilled its obligations under the European Convention on Human Rights – specifically, the duties to protect life and prevent inhuman treatment.
