Slovakia backs EDA findings on NGO funding transparency

The Slovak Government Office has expressed full support for the European Court of Auditors’ (EDA) recent report, which calls for legislative changes to improve transparency in EU funding for non-governmental organizations (NGOs).

The EDA report highlights ongoing concerns about the lack of clarity surrounding EU NGO funding and the inadequate disclosure of lobbying activities. The Slovak government maintains that the proposed legislation will help address these issues by introducing transparency requirements for NGOs—specifically, those receiving more than €35,000 annually will be obligated to submit detailed reports.

However, the bill has raised significant concerns among civil society organizations and international institutions. Critics argue that the draft law could disproportionately burden NGOs and limit civic space. Notably, the Council of Europe has voiced its criticism in an open letter, warning that the proposed measures may undermine fundamental rights and democratic freedoms.
