On Wednesday (March 5), the government approved a draft constitutional law that seeks to enshrine two sexes—male and female—into the Slovak Constitution. The amendment also aims to guarantee equal pay for men and women and regulate child adoption and the education system. Additionally, the proposal seeks to affirm Slovakia’s sovereignty in cultural and ethical matters.
"Strengthening the protection of traditional values is key to preserving Slovakia’s cultural heritage and ensuring legal stability," states the draft, which was submitted by Prime Minister Robert Fico (Smer-SD). The proposal highlights the need to uphold constitutional principles recognizing marriage between a man and a woman as a unique union.
The amendment further emphasizes Slovakia’s sovereignty in fundamental cultural and ethical issues, including the protection of life and human dignity, private and family life, marriage, parenthood, family, culture, and language. It also extends to related areas such as healthcare, education, and upbringing.
The draft proposes expanding constitutional protections for social rights, particularly concerning family status and parental rights. "It is proposed to define in the Constitution who is eligible to adopt a minor child and to expand the constitutional definition of parental rights, including the right of parents to decide on their children's participation in educational activities beyond the state curriculum," the document explains.
The amendment also stipulates that the national education program must align with the constitution. The prime minister has proposed the law to take effect on July 1, 2025.
