The Let's Stop Corruption non-profit organisation reported on Tuesday that it's set to file a criminal complaint over suspicions of machinations in public tenders for rental flats, claiming that it's discovered dozens of cases in which local authorities issued a public procurement with a predetermined winner. "In many of these cases, cities and municipalities only pretended to hold public tenders and used the same schemes to circumvent the law," stated Miroslav Cak, an expert on public procurement.
The non-profit organisation looked into 39 projects, discovering, for example, that towns had concluded either land lease or purchase contracts with selected companies before tenders for building rental flats were issued. Subsequently, the towns in question issued tenders that demanded that applicants possess or rent concerned real estate. The tenders were won by the same companies, of which many have no construction or development history.
