The National Programme for Education Development introduced by the Education Ministry is estimated to cost some €9 billion over the next ten years. According to Education Minister Martina Lubyová, it will be based on two starting points - qualitative and quantitative. Qualitative ones include, for instance, promoting integration and inclusion as well as boosting the status of teachers. Quantitative ones look into future demographic developments and the estimate concerning the financial costs and impacts of the reform. As teacher Daniel Kasala said for the SME daily, every new management of the ministry brings something completely new, refusing all previous projects, as in the case of the document 'Learning Slovakia', initiated by the previous Education Minister and introduced last year, however, now turned down.
