The public should be allowed to comment on legislative proposals that pass to their second reading, according to a proposal of coalition MPs that would amend the rules of order. It means parliamentary committees should discuss proposals only after public comments. Currently, bills are discussed in Parliament in three readings. The public usually doesn't comment on proposals directly at the moment. People can express their opinions via MPs who can accept and include them in their comments for the second reading. In addition, the public can participate in committee debates and give speeches as the rules now stand.
